Do you need a new roof, but money is tight?  If so, then you may qualify for assistance with the SC Safe Home Grant which is a program administered by the South Carolina Department of Insurance.  For the first time since the spring of 2015, South Carolina's Safe Home program is now accepting new applications.  Anyone who owns and occupies a single family home in a South Carolina coastal region county may qualify for the grant, which pays up to $5,000 towards replacing your roof in compliance with the SC Safe Home standards.  This program is designed to provide grant money to individual homeowners to make their property more resistant to hurricane and wind damage.  Safe Home qualified roof replacements may include features such as secondary water barriers, a stronger roof deck attachment and other storm resistance extras.  Saving money off a new roof is just one of the benefits of this program.  You may also qualify to get state income tax breaks for the cost and sales tax paid on your materials.  Plus an added benefit is that you may also be eligible for a discount towards your homeowners insurance, which would pay off for many years to come.  

The following criteria established by SC Safe Home must be met in order to qualify and obtain a grant.

Does My Home Qualify?  To qualify for a SC Safe Home grant the home must meet the following requirements:

·         The home must be located in the coastal region of South Carolina

·         The home must be owner-occupied; and

·         Site built or manufactured*/ modular; and

·         The home must not have existing extreme previous damage; and

·         The home and homeowner together have not previously received and utilized a SC Safe Home grant.

 

*Grant funds are available for inspection and repair or replacement of manufactured home piers, anchors, and tie/down/anchoring systems limited to $500 for a single wide unit, $700 for a double wide unit and $900 for a triple wide unit installation.  A certificate of occupany from the local building code department must be provided showing that anchors and tie downs were originally installed on the home prior to it being occupied.

Do I Qualify For A Matching Or Non-Matching Grant?

·         All grants will be determined based on the cost of the mitigation project and a percentage of the total adjusted household income of the applicant as per the most recent federal income tax return.

·         Applicants with a total annual adjusted gross household income that does not exceed eighty percent (80%) of the annual median annual adjusted gross income for households within the county in which the home is located may be eligible for a maximum grant award amount of $5,000.

·         Applicants will a higher total annual adjusted household income may be awarded a lower amount.  All matching grants must be matched dollar-for-dollar and may be up to but may not exceed $4,000 per project.

·         If the cost of the mitigation project exceeds the amount of the grand award, the remaining cost in the applicant's responsibility.

Documents And Information Needed To Apply:

·         A copy of your Property Tax Assessment with the Tax Map Sequence (TMS) Number

·         The TMS numbers of the properties near your home

·         A copy of your latest 1040 or other income tax return

·         A copy of your homeowner's insurance declarations page

·         A SC Safe Home Inspection Report of your home completed by a participating SC Safe Home Inspector.  Cost $150.00 to be paid by homeowner.

·         Photographs of home (supplied by the SC Safe Home Inspector)

The program has been closed for over two years and is funded annually by a small portion of the state's tax on insurance premiums.  Currently around $2.4 million is available in grants between now and June 30, 2018, when the new budget year begins.
